David Tozer in his Last Will and Testament instructed the Board of Directors of the Tozer Foundation to provide assistance to “worthy and needy” students, as follows:
The Tozer Foundation Scholarship Program assists high school seniors or high school graduates or current postsecondary undergraduates who are residents of Kanabec, Pine or Washington counties in Minnesota, AND high school seniors or high school graduates or current postsecondary undergraduates who attended high school in Kanabec, Pine or Washington counties in Minnesota who plan to continue their education in college or vocational school programs. Renewable scholarships are offered each year for full-time study at an accredited institution of the student’s choice in the United States.
The program is administered by Scholarship America®. Awards are granted without regard to race, color, creed, religion, sexual orientation, age, gender, disability, or national origin.
Applicants to the Tozer Foundation Scholarship Program must:

NOTE: Your EFC may now be based on your family’s prior year’s tax return information. Therefore, you can complete the FAFSA filing at this time. If you do not meet the foregoing financial criteria, your application will not be reviewed or considered. Please determine your EFC together with the type of school you will be attending to determine if it is worthwhile completing this application.
Award amounts of up to $2,750 will be granted. Awards may be renewed at the same amount for up to three additional years or until a bachelor’s degree is earned, whichever occurs first. Renewal is contingent upon maintaining a cumulative grade point average of a 3.0 on a 4.0 scale (or equivalent). Eligible recipients will receive renewal information electronically in January.
Awards are for undergraduate study only and may be used to pay for education related expenses.
Scholarship America will evaluate applications for eligibility based on the aforementioned financial parameters. Financial need will be considered based on the applicant’s FAFSA – Student Aid Report (SAR) – Expected Family Contribution (EFC) amount.
Recipients are selected by Tozer Foundation Scholarship Committee. The Committee considers the applicant’s academic record, demonstrated leadership and participation in school and community activities, work experience, essay submission, unusual personal or family circumstances, two (2) outside appraisals, and, if a high school senior, a completed High School Counselor Evaluation Form.
This is a competitive program. Not all applicants to the program will be selected as recipients.
Applicants will be notified in late May.
Scholarship America processes scholarship payments on behalf of the Tozer Foundation. Payments are made in one installment in early August. Checks are mailed to each recipient’s home address, and are made payable to the school for the student. Recipients attending the University of Minnesota – Twin Cities will have their payments wired directly to the school.

Required documents for applicants who are high school seniors must be uploaded by their high school guidance counselor. Applicants who are already enrolled in college will be responsible for uploading the documents as part of their application. Instructions are provided in the application.
