Tozer Foundation Scholarship Program

David Tozer in his Last Will and Testament instructed the Board of Directors of the Tozer Foundation to provide assistance to “worthy and needy” students, as follows:

  • “It is my wish that this assistance be granted to the young people of character and capacity but who are lacking in funds with which to pursue an education. In judging the capacity of a young person for further educational training the Board of Directors shall not be governed solely by his or her rank in high school or preparatory school, but shall take into consideration also his or her character, industry, personality and other qualities which give promise, when further developed, of making such a useful member of society.”

The Tozer Foundation Scholarship Program assists high school seniors or high school graduates or current postsecondary undergraduates who are residents of Kanabec, Pine or Washington counties in Minnesota, AND  high school seniors or high school graduates or current postsecondary undergraduates who attended high school in Kanabec, Pine or Washington counties in Minnesota who plan to continue their education in college or vocational school programs. Renewable scholarships are offered each year for full-time study at an accredited institution of the student’s choice in the United States.

The program is administered by Scholarship America®. Awards are granted without regard to race, color, creed, religion, sexual orientation, age, gender, disability, or national origin.

Applicants to the Tozer Foundation Scholarship Program must:

  • Be a high school senior or high school graduate enrolling in post-secondary school for the first time, or a current post-secondary undergraduate who graduated high school within the past 4 years and has at least 36 credit hours completed;
  • Plan to enroll in a full-time undergraduate course of study at an accredited college, university, or vocational-technical school in the United States for the entire 2022-23 academic year; and
  • All students who live in Pine, Kennebec and Washington counties are eligible AND All students who attend a school located in Pine, Kennebec and Washington counties are eligible to apply.
  • Applicants must meet the Tozer Foundation’s Financial parameters as outlined below (EFC = Expected Family Contribution is the dollar amount result from applying to the FAFSA (Free Application for Federal Student Aid)).

NOTE: Your EFC may now be based on your family’s prior year’s tax return information. Therefore, you can complete the FAFSA filing at this time. If you do not meet the foregoing financial criteria, your application will not be reviewed or considered. Please determine your EFC together with the type of school you will be attending to determine if it is worthwhile completing this application.


Award amounts of up to $2,750 will be granted. Awards may be renewed at the same amount for up to three additional years or until a bachelor’s degree is earned, whichever occurs first. Renewal is contingent upon maintaining a cumulative grade point average of a 3.0 on a 4.0 scale (or equivalent). Eligible recipients will receive renewal information electronically in January.

Awards are for undergraduate study only and may be used to pay for education related expenses.

Selection of Recipients

Scholarship America will evaluate applications for eligibility based on the aforementioned financial parameters. Financial need will be considered based on the applicant’s FAFSA – Student Aid Report (SAR) – Expected Family Contribution (EFC) amount.

Recipients are selected by Tozer Foundation Scholarship Committee. The Committee considers the applicant’s academic record, demonstrated leadership and participation in school and community activities, work experience, essay submission, unusual personal or family circumstances, two (2) outside appraisals, and, if a high school senior, a completed High School Counselor Evaluation Form.

This is a competitive program. Not all applicants to the program will be selected as recipients.


Applicants will be notified in late May.

Payment of Scholarships

Scholarship America processes scholarship payments on behalf of the Tozer Foundation. Payments are made in one installment in early August. Checks are mailed to each recipient’s home address, and are made payable to the school for the student. Recipients attending the University of Minnesota – Twin Cities will have their payments wired directly to the school.

The following documents must be uploaded in order for your application to be considered complete.

Required documents for applicants who are high school seniors must be uploaded by their high school guidance counselor. Applicants who are already enrolled in college will be responsible for uploading the documents as part of their application. Instructions are provided in the application.

  1. A current, complete transcript of grades.
    • High school seniors and high school graduates enrolling for the first time must submit high school transcripts.
    • College students currently in their second year or above, with at least 36 credit hours completed, must submit college transcripts.
    • Grade reports are not accepted. Transcripts must display student name, school name, grades and credit hours for each course and term in which each course was taken.
    • SAT and/or ACT scores are optional and may be provided at student’s discretion.
  2. Complete Student Aid Report (SAR). SAR must be from your most recent FAFSA filing and include the applicant’s first and last name, academic year and the Expected Family Contribution (EFC) amount.
  3. Two (2) Applicant Appraisal Forms (click here to download).
  4. High School Seniors Only: Print a High School Counselor Evaluation and Academic Information Form, provide to a guidance counselor to complete and upload completed form.
  5. Ready To Be Applicants Only: Upload a letter of recommendation from the Ready To Be Program Coordinator.

Your application is not complete unless all required documents are submitted electronically.

High School Seniors: Your school may have an earlier deadline for the required documents.
