The Texas Sign Association has established a scholarship program to assist its member companies’ employees and employees’ children who plan to continue education in college or vocational school programs. Scholarships are offered each year for full-time study at an accredited institution of the student’s choice.
The program is administered by Scholarship America®, the nation’s largest designer and manager of scholarships and other education support programs for corporations, foundations, associations, and individuals. Eligibility for individual programs is determined at the sole discretion of the sponsor, and eligible applications are reviewed by Scholarship America’s evaluation team.
Applicants to the Dwayne Billingsley Memorial Scholarship Program must:
For college seniors, you can complete a Summer and Fall application for your last year as long as you attend at least 12 credit hours each semester.
The authorized distribution for new awards is $47,500.
*Additional awards may be granted to students attending a 2-year or 4-year college or university, if all awards are not granted to students attending a vocational/technical school.
A maximum of three awards may be granted to students who reside outside the state of Texas.
Awards are not renewable, but students may reapply to the program each year they meet eligibility requirements.
Awards are for undergraduate study only.
All applicants will be notified in May.
Scholarship America processes scholarship payments on behalf of the Texas Sign Association. Payment is made in August.

Financial need is not considered.
Recipients will be asked to submit a 200 word essay on the benefits of quality signs when notified of their status in May.
Selection of recipients is made by Scholarship America. In no instance does any officer or employee of the Texas Sign Association play a part in the selection. Not all applicants to the program will be selected as recipients. Students may reapply to the program each year they meet eligibility requirements. All applicants agree to accept the decision as final.

NOTE: If you are providing SAT or ACT test scores, and those scores are not listed on your high school transcript, you will need to upload a copy of your test score report(s) separately. If you are uploading a college transcript, those scores are not required.
One online recommendation form must be submitted on your behalf no later than April 9, 2025 3:00 pm Central Time.
